TESA Advocacy won adoption of a Fast Responding Regulation Service pilot program by ERCOT in 2012. The pilot was successful and system operators see the value of fast acting storage resource, however, this pilot is scheduled to end February 28, 2014. While newly proposed Ancillary Service changes (see story below) work their way through the ERCOT process for approval and implementation, ERCOT staff has agreed to help TESA win adoption of protocols to establish Fast Responding Regulation Service as a full market service. NPRR 581 proposes to create this service as a subset of Regulation Service. When approved, this will further support expansion of energy storage resources participating in the ERCOT market.
